The Center for Economic Justice has been successfully debunking industry claims surrounding tort reform legislation since 1996. CEJ’s reports established that insurers earned more than 2.8 billion in windfall profits between 1996-1998, with none of the promised savings for consumers. In Texas, CEJ documented the failure of tort reform to decrease automobile insurance premiums in an August 1998 report.
